Exodus 4:21

The Lord said to Moses, "When you return to Egypt, you shall perform before Pharaoh all the supernatural signs that I have given you the power to do. But I will harden his heart so that he will not let the people go. [The Bible is clear that Pharaoh himself also hardens his heart, see Ex. 7:13; 8:15, 32; 9:34.]
