Rev a banner [in the direction] of Zion. [Raise a signal flag to lead those seeking refuge to Jerusalem],
seek refuge (save yourself), do not stand still,
for I will bring evil from the north [the Babylonians, see Jer. 1:13–14],
a great destruction.
