Leviticus 19:16

You shall not go about slandering (backbiting, spying on) your own people.
You shall not just stand by [without intervening] if your fellow man's life is at stake.
[Literally, "You shall not stand on the blood of your fellow man."]
I am the Lord (Yahweh).
