Leviticus 26:43

The land shall be desolate and receive mercy (receive conditional mercy – Hebr. ratsah) for its Sabbaths while it lies desolate without them, and they shall receive mercy (receive conditional mercy – Hebr. ratsah) for their sins. For as much as, yes, as much as they have despised my statutes (binding legal decisions) and as much as their souls have abhorred my ordinances (literally "things engraved").
