Numbers 23:9

From the top of the rocks (the top of a flat rock) I see [Balaam] him [the land of Israel],
from the heights I behold him.
Behold, a people (Hebr. am) that dwells apart
and shall not be counted (recognized) as a nation (Hebr. goj) by others.
[A people that is unique and unlike other peoples.]
