John 20:23

If you choose to forgive someone his sins [release him from his sin, carry out God's commission, tell him that Jesus can forgive], they are already forgiven.
[The verb form indicates that the sins are forgiven in the past with the present result that they are now forgiven.]
If you bind (hold fast) someone [by not forgiving his sins], he is bound." [The verb form indicates that the sins have been bound in the past with a present result that they are binding.]
