Joshua 20:9

These [six cities of refuge] were the cities set apart for all the sons of Israel and for the stranger who lived among them. There, anyone who accidentally killed someone could flee so that he would not die by the hand of the avenger of blood before he stood before the assembly [and received a fair judgment].
