Judges 11:11

And Jephthah went with the elders of Gilead, and the people made him head (Hebr. rosh) and commander (Hebr. qatsin) over them. And Jephthah spoke all his words [repeated the words from verse 9] before the Lord (Yahweh) at Mizpah.
