Isaiah 40:2

"Speak tenderly to the heart of Jerusalem,
and call out to her [call her]
for her time of military service is over,
for her mercy (conditional mercy – Hebr. ratsah) is complete,
for she has received double from the hand of the Lord (Yahweh) for all her [he has made her pay double for all her] sins."
