Ezra 1:1

In the first year of Cyrus, king of Persia [539 BC] – so that the word of the Lord (Yahweh) through Jeremiah's mouth might be fulfilled [Jer. 29:10–14; Isa. 44:28–45:13] – God (Yahweh) stirred up the spirit [heart, see Prov 21:1] of Cyrus, king of Persia, so that he proclaimed (announced) throughout his kingdom, both verbally and in writing:
