Isaiah 13:2

Raise a sign (flag, signal) on the treeless (bare) mountain [give a signal for battle],
lift up your voice to them [the Medes; to gather an army],
wave your hand [in welcome]
to enter the gates of the princes [the city's mighty main gates].
[The princes may refer to tyrannical leaders, see Ps. 107:40.]
