Numbers 13:2

"Send men (Hebr. enósh) to explore (investigate – Hebr. tor) the land of Canaan, which I have given to the sons of Israel. [The purpose of the mission was to report on all the good things in the land.] From each of the tribes of the fathers, you shall send one man (literally "one man, one man" – Hebr. ish ehad ish ehad) [Josh. 4:2], and all of them shall be leaders among them."
[The Hebr. word for exploring here (Hebr. tor) has a positive connotation of finding what is good. The English words "tour" and "tourism" come from this word, which retains the same meaning of exploring a country and visiting the best places. There are other Hebr. words for spying and finding weaknesses (Hebr. ragal), but this is not used here, as Moses knew that God had given them the land. The men who were sent out were expected to return with good reports, just as Noah hoped that the dove he sent out would return with good news that the waters had receded, see Gen. 8:11. There are several parallels here. The dove returned with a fresh olive leaf, and the men brought grapes (see verse 24). The Hebrew word for dove (Hebr. dor) is also similar to the word tor. The word tor is used 14 times in the Book of Numbers, and the first time is when God himself designates the next (the best and most suitable) resting place for the Israelites, see Num. 10:33.]
