Without shame (in a state of apathy and insensitivity), they have surrendered themselves [as prey] to licentiousness (unrestrained sensuality, unbridled morality) for all kinds of practices of impurity in desire (greed, selfishness, lust) [everything that their darkened minds demand and are in constant need of].
