When you build a new house, you shall make a railing for your roof, so that you do not bring bloodguilt on your house if anyone falls from it.
[The houses that were built had flat roofs that were used for rest, work, and prayer, see, for example, Dan. 6:10; Acts 10:9; Matt. 24:7. It was common to spend time on the roof, and therefore important to do what one could to prevent accidents. Structurally, there is a common thread on the theme of life/death from manslaughter (Deut. 19:1–21:23), unwillingness to save lives (Deut. 22:1–4), and now negligence leading to death here in verses 4–8. Everything is summarized in the commandment "Thou shalt not murder," see Ex. 20:13; Deut. 5:17.]
