[Nero was emperor of the Roman Empire from 54 to 68 AD. He came to power at the age of seventeen and his life was marked by scandals, see Rom. 1:27. Nero accused the Christians of causing the great fire in Rom in 64 AD, and a cruel persecution broke out. It was during these turbulent times, in the mid-60s, that Paul wrote this letter and appealed for prayer and thanksgiving for Nero, among others.]
