Isaiah 45:13

I have raised him up in righteousness
and I make his ways high,
he shall build my city
and he shall set free my exiles,
not for payment
or reward,"
says the Lord of hosts (Yahweh Sebaot).
[This happened about 200 years later when the Jews were allowed to return from captivity in Babylon and rebuild Jerusalem and its temple under Ezra and Nehemiah.]
