It would be better (less harmful) for him to have a millstone hung around his neck and be thrown into the sea than for him to lead one of these little ones astray.
[Jesus feels sorrow and grief over those who lead other believers astray, but he also condemns these actions. Based on Matt. 18:6, it is clear that "these little ones" are other believers.]
